Joe Roszak
Chief Executive Officer
joer@kmhs.orgJoe brings 25 years CEO experience across 3 states. Beginning his early years as an inpatient psychiatric aide, he went on to secure his BA in Psychology and MA in Sociology/Community Development. After twelve years at KMHS, Joe continues to serve because as he says “This work is important to me because KMHS saves lives, every day.” Joe also serves as President of the Washington Council for Behavioral Health.

Monica Bernhard
Chief Financial Officer
monicab@kmhs.orgMonica holds a Bachelor’s in Business Administration and a MS Finance, brings extensive public and private experience to her role, and has served in leadership positions for several Kitsap area non-profit organizations. Monica believes basic human needs such as healthcare and housing, especially for vulnerable persons, are necessary to a thriving community. She also spearheads KMHS’ construction of the 72 unit Pendleton Place apartment complex due to open Fall 2021.

Tracy Clarke
Chief Human Resources Officer
tracyc@kmhs.orgWith an MBA and certification with HRCI (PHR) and SHRM (SHRM-CP), and serving as a member of the national board of the American Society for Health Care Human Resources Administration since 2018, Tracy has served as an HR professional for over 20 years. Tracy notes “I LOVE Human Resources! I enjoy seeing staff progress in their careers, mentoring and coaching others to succeed in their roles. I love everything about healthcare, especially the compassion of our KMHS workforce. I joined KMHS because of the mission based work and the dedication of our staff to those we serve in our community.”

Rochelle Doan
Chief Advancement Officer
rochelld@kmhs.orgWith four decades experience in health, social services, a BA in Social Welfare and MS in Organizational Development, Rochelle remains committed to the vision of a community wide continuum of care that supports the well-being of the children, families and adults who live here.

Jay Hughes, MD
Medical Services Director
jamesh@kmhs.orgDr. Jay Hughes specializes in adult psychiatric care with a broad spectrum of clinical experience in pharmacological and psychotherapeutic management of mental health issues, including addiction medicine. With dual specialty training in both Family Medicine and Psychiatry, Dr. Hughes has received awards for teaching, academic achievement and medical excellence. He is honored to be part of the development of a comprehensive, accessible, care system for mental and emotional wellness and invest his efforts here in his home community and watch Kitsap thrive.

LaVonne Fachner
Senior Director of Inpatient and Crisis Services

A Master’s level clinician, LaVonne holds over 25 years of experience in clinical work and operations across all spectrums of behavioral health.

Kathryn Felix
Senior Director of Outpatient Services
kathrynf@kmhs.orgWith a Masters in Social Work and 13 years of leadership experience with KMHS' Adult Outpatient Services, Kathryn’s work is important to her because helping others is among one of her strongest personal values. And equally important, as she states, “I am here because I want to give back to the community that I live in.”

Wil Bruce
Information Services Director
williambr@kmhs.orgWill comes to Washington with nearly 30 years of technology creation and management in the healthcare field from across the U.S. to Africa, and Asia. He believes in patient rights, their access to quality care, accurate records, and maintaining patient privacy in an increasingly technological world. Will is committed to building on these ideals in his work with KMHS.

Kylee Davies
Adult Outpatient Director
kyleed@kmhs.orgKylee holds a Masters in Marriage and Family Counseling from Gonzaga University and additional coursework in nonprofit management from University of Montana. She began her behavioral health career as a volunteer at the Spokane Crisis Line, following her passion for working with children, adults and families as it led her from eastern Washington to Alaska, and back home again to this side of the mountains. Kylee is motivated by the recognition that this work is foundational to a healthy community as well as the individuals within it.

Philip Hernandez
Director of Crisis Services
philiph@kmhs.orgPhilip joined KMHS as Crisis Triage Center Clinical Shift Supervisor prior to becoming Director of Crisis Services. With a Master’s of Social Work, membership in the Academy of Certified Social Workers with NASW, certification as a designated WA State Mental Health Professional, Philip brings over 35 years of direct clinical and leadership experience to his work. He is here because he believes community members in crisis need support, a safe environment to overcome their crisis, and that KMHS is uniquely positioned to provide the holistic mental health environment where people can do so.

Kate Ingman
Child and Family Services Director
katei@kmhs.orgAn MSW, LICSW, CMHS with 12 years of experience in behavioral health, including 8 years with KMHS’ Child and Family Services Department. Kate ardently believes all children and families deserve the opportunity to thrive at home, in school and in the community. This belief motivates to create equitable opportunities for resiliency and wellbeing through community mental health, and by fostering partnerships to support persons who can become marginalized or face adversity in their daily lives.

Susan Woolley
Director of Special Programs
susanw@kmhs.orgSusan joined KMHS in 2006 as a clinician in our Pathways substance use recovery program. Since that time she has served as a dually-licensed therapist, a clinical supervisor, and an adult program manager. Susan sees the community mental health field as uniquely positioned to support clients in overcoming the barriers to the life they want, whether those barriers involve trauma, addiction, or social and economic inequalities.
