The Access Center at Kitsap Mental Health Services is staffed with individuals possessing a solid clinical background who can provide a telephone screening for callers requesting services and schedule their first appointment. The purpose of the Access Center is to streamline the admission process for those individuals residing in Kitsap County and in need of community mental health services and to act as a comprehensive source of information regarding services available for those who do not qualify for community mental health services. The Access Center is designed to network with professionals in the community, other care providers, clients, family members, and other concerned parties in helping to ensure that those Kitsap County residents in need of services are given assistance in a fast, efficient and conscientious manner.

Inpatient Services

  • Adult Inpatient Unit (AIU) – The Adult Inpatient Unit provides 15 residential evaluation and treatment beds for services to involuntarily detained adults suffering acute psychiatric symptoms. Individuals 18 years of age or older who have been involuntarily detained within the PRSN receive evaluation and treatment designed to resolve acute psychiatric episodes and return them to the community and individualized outpatient services. Voluntary inpatient treatment is offered on a space-available basis.
  • Youth Inpatient Unit (YIU) – The Youth Inpatient Unit is a 10-bed inpatient facility for evaluation and short-term treatment of children and youth (8 to 17 years old) who suffer severe emotional disturbances who are not appropriate for less restrictive treatment. Priority consideration for services is given to residents of the Peninsula Regional Support Network. The youth may enter services as a voluntary client or be detained under the Involuntary Treatment Act. The YIU is philosophically directed toward returning the youth to the community as soon as possible to finish treatment in an outpatient setting. The YIU is accessed through the Crisis Response Team.  Additionally, the YIU performs a regional function of Children's Long-Term Inpatient Placement (CLIP) referral coordination and access to the Children's Respite Room in emergency or crisis situations.
Gatekeeping for Medicaid-Eligible Voluntary Psychiatric Hospitalizations
This is a 24-hour, seven-days-a-week service to determine the medical necessity for hospital admissions for Medicaid-covered individuals. If a less-intensive treatment is indicated, a diversionary treatment plan is provided that meets the immediate need. Clinicians in Child & Family, Adult and Older Adult Services are assigned to work with the hospital staff in designing an individual plan of care for the hospitalized consumer that ensures timely treatment, discharge planning and linkage to KMHS Community Support Services.

Mental Health Chaplaincy
KMHS contracts with a specially trained mental health chaplain (from Mental Health Chaplaincy of Tacoma) to provide a non-denominational, spiritual "presence" and a spiritual support group for our clients in inpatient and outpatient services. The chaplain also facilitates contacts with specific religious communities whenever requested by a consumer.

On-Call Services
The On-Call Program provides a trained group of experienced individuals who can fill in for regular staff when needed. In addition, On-Call staff are trained and utilized to supplement regular staff in the provision of individually tailored and non-categorical community-based wrap-around services. These staff also serve as a ready resource when workloads exceed the capacity of individual programs. On-Call staff provide an excellent resource when hiring for full-time positions.

2-1-1
This is an easy-to-remember phone number for people to call for information about and referrals for housing, food, medical, dental, children and senior services, assistance for the disabled, social service agencies and more.  This is a cooperative project between United Way of Kitsap County; United Good Neighbors of Jefferson County; United Way of Clallam County; and KMHS.  This service can be accessed by calling 2-1-1 (or 1-800-736-9634) or on the internet at http://www.win211.org.
 
Resource Management Services
Assigned clinicians plan, coordinate and authorize residential and community support services pursuant to the individual needs and service plans of clients. Services include 7-days-a-week, 24-hours-a-day availability of information regarding enrollment and individual service plans to Crisis Response Teams, Evaluation and Treatment facilities and others as appropriate.

Coordination and Operating of PRSN’s Information Services
KMHS, under contract with the RSN, provides computer support for all PRSN providers. The software of choice for the PRSN and all providers is ProFiler® from UNI/CARE Systems Incorporated. This software is quite flexible and allows customization to meet changing requirements. Each provider enters client data into a shared database on a daily basis. The data required by the Mental Health Division is verified for accuracy and transferred weekly to the State system. Medicaid eligibility information is also maintained and available to all providers serving Medicaid clients anywhere in the PRSN region. Information Services (IS) staff at KMHS handles the system security, daily backup, program revisions, management reporting and training for the four regional providers and PRSN staff.
